As a means to remove substances of very high concern (SVHC) from common use and avoid human exposure and release to the environment. Chemicals on the authorization list may not be marketed or used unless the specific use is authorized by ECHA or meets exemption criteria. In general, listed priority chemicals are either Persistent, Bio accumulative and Toxic (PBT) or very Persistent and very Bio accumulative (vPvB). Over time, use of the authorization list should lead to replacement of SVHC with chemicals not on the authorization list so that overall hazard from exposure to chemicals is reduced.
On November 10, 2016, ECHA released a list of recommended additions to Annex XIV. The list, consisting of nine substances that are toxic for reproduction, is based on a public consulting process which was completed in February 2016. The final decision on which of the substances are placed on the authorization list will be made by the European Commission which receives input from national governments and the European Parliament. Substances from the recommendation list that are not placed on the authorization list may be reconsidered for inclusion in the future.
