State governments in the U.S. have taken the lead in some areas of environmental and consumer protection legislation. California has taken an active role in these areas, given heft by the relative size of its economy, which is comparable with that of many nations. Notably, this state-level legislation was endorsed by the Consumer Specialty Products Association and several large manufacturers.
This month in California legislation was signed into law requiring public notification of the ingredients of several classes of consumer products. Current U.S. law allows labelling exemptions (for trade secret reasons) of such things as fragrances. When it goes into effect the California law will require disclosure of fragrance ingredients listed as allergens by the European Union. U.S. regulation in this area is mostly limited to food products.
