The United Steel Workers (USW) has initiated a safety program, Triangle of Protection  (TOP), meant to work actively with USW contract employers to promote workplace health and safety. The USW feels its workers have knowledge and observation skills to offer outside of former adversarial processes which may have put workers and union representatives in a defensive position.

The USW seeks to take part in process design for safety, plant-wide safety training, and evaluation of safety measures at regular intervals as well as after any incident.  It is important that incident response not take the form of worker discipline since that blocks necessary communication and gives a disincentive for reporting near misses.  The TOP program is set up through contract negotiation to give USW representatives an active role in worker safety at all stages.
