The recently confirmed  U.S. Environmental Protection Agency administrator, Scott Pruitt, stated an intention to be responsive to chemical industry owners and operators. Pruitt, formerly the Attorney General of Oklahoma, ordered a 90 day delay in EPA regulations. The RMP rule was the EPA’s response to an ammonium nitrate explosion in the town of West, Texas in 2013.  The explosion killed 15 people, most of whom were volunteer firefighters.
